Occupational Health and Safety Audit

The term audit defines the systematic, independent and documented process with the view of obtaining audit evidence and its objective assessment, in order to determine the extent to which the audit criteria are fulfilled.

 

Occupational Health and Safety Audit (OHS) is performed at the employer’s request, in order to comply with the provisions of art. 12 paragraph (1) of section 4 – Employers’ Obligations of Law no. 319/2006.

 

The OHS Audit is a component of OHS assessment and is necessary in order to systematically diagnose the conformity state of the organization’s management system, in accordance with the legal provisions in OHS domain.

 

The OHS Audit is considered an essential instrument for the accomplishment of the employers' objectives in the domain of occupational health and safety. The main purpose of OHS audit is to assess the corrective actions necessary for the elimination of gaps and for the identification of the ways to improve the occupational health and safety management system.

 

The OHS Audit involves the assessment of the labour system elements: Production Means – Work Environment – Work Duty – Performer.

The OHS Audit also involves the assessment of the aspects related to the implementation of the legal provisions in OHS domain in connection with:

  • Law no. 319/2006, methodological norm for the enforcement of this audit, published by Government Decision no. 1425/2006 and Government Decisions which transpose in the Romanian legislation the European Directives stipulated by article 137 of Amsterdam Treaty (article 118A of Rome Treaty);
  • Law no. 608/2001 on the product conformity assessment and the GD for its enforcement (regulated domain);
  • Provisions of OHSAS 18001:2004 specification;
  • Legal provisions applicable to the products in the voluntary domain established by technical rules, technical specifications, good practice guides etc.

    • Work places conformity audit in accordance with the provisions of Law no. 319/2006, of government decisions regarding minimum requirements for occupational health and safety that have to be provided to employees at their places of work and as the case may be, other applicable regulations;
